Government Directs Funding to Patriarchate Educational Institutions in 2026 Budget Plan

A government decree has mandated the allocation of 43,035,000 GEL to 53 educational and affiliated institutions established by the Patriarchate, according to official instructions issued to the Ministry of Education. The funding falls within the framework of the state’s general education financing system and represents a targeted დაფინანსება [dapinanseba] (funding) directed toward religiously affiliated institutions.

The decree, signed by Prime Minister Irakli Kobakhidze, specifies that the allocated resources will be distributed among Patriarchate universities, schools, colleges, and foundations operating under the “General Education Schools Financing” program. These institutions form part of a broader network that integrates religious and academic instruction within the national საგანმანათლებლო [saganmanatleblo] (educational) structure.

According to the official breakdown, the funds will be distributed in stages throughout 2026. A total of 21,517,500 GEL is scheduled for the first quarter, followed by 12,910,500 GEL in the third quarter and 8,607,000 GEL in the fourth quarter. This phased approach reflects a structured განაწილება [ganatsileba] (distribution) designed to align with budgetary planning across the fiscal year.

The allocation is administered under a program intended to support general education institutions, regardless of their affiliation, provided they meet established criteria. In this context, Patriarchate-linked entities are included as beneficiaries within the broader national პროგრამა [programa] (program) governing school financing.

The decision comes alongside ongoing developments involving the Patriarchate’s legislative initiatives. The institution has initiated the adoption of a law aimed at regulating what it describes as “LGBT Propaganda.” While details of the proposed regulation have not been fully disclosed in official documentation, the initiative has been referenced in connection with broader discussions about legal oversight and public policy.

Public funding directed toward religious institutions has historically been a subject of debate in Georgia, particularly in relation to the balance between secular governance and institutional cooperation. The current allocation reflects continued պետական მხარდაჭერა [mkhardachera] (support) for Patriarchate-affiliated educational entities within the national system.

By distributing the allocated funds across multiple quarters, the government maintains a controlled fiscal approach while ensuring operational continuity for the institutions involved. The რესურსები [resursebi] (resources) provided through this mechanism are intended to sustain institutional activities, including academic operations and administrative functions, throughout the year.
